The New Paper

1. Remove current age limit of 60 for cadaveric donors. With improved health and longer life expectancy, some older people can be suitable donors. This can provide up to 10 or 12 extra organ donors a year.

2. Allow paired matching.

This means that if patient A's donor does not match A and patient B's donor does not match B, they can switch donors if there is a match that way. This allows more patients to get organs and enables matches which are more medically compatible for improved outcomes.

3. Compensate donors for direct costs incurred as a result of the donation, and indirect losses like lost earnings and future expenses. The compensation framework will be in line with international and local ethical recommendations.

4. Raise the penalties to deter organ trading syndicates and unscrupulous middlemen.
